Here are couple things that you can try.
1) Start the computer up in Safe Mode. As the computer is booting up, keep on hitting F8 and then it will ask you what mode you want to use. Be sure to choose Safe Mode and hit enter. When the computer is started up in Safe Mode, the screen may come up funny because it does not start up with all the stuff that a computer usually starts with. But don't worry, that's the way the screen is supposed to look. Since you get the error message the moment your computer is on, I suspect that something is wrong in one of those program in the Start Up folder. Does the error message tell you which file it is trying to protect? If so, write down the name of this file. And when you are safe mode, search for this file and see what program this is associated to. And then go to the start up folder and see if this program is there. Remove the program from the Start Up folder; this would prevent this program from starting up at the time when your computer is started. You haven't removed the program from your computer yet. And then reboot the computer in normal mode.
2) If the problem persists, you can try reinstalling the Windows.
3) If all attempts fail, you can take it to a computer store and get it fixed. Or you just simply get a new computer if your current computer is old enough for a major upgrade.

Try to remember what exactly you were doing just before this started happening. If you remember this then you can probably figure out why the computer is acting this way.
Turn on your Computer.
Try to start it in " Safe Mode " (press F8 when the computer is about to load Windows). If you can get into 'Safe Mode', then you may be able to check what went wrong to make the Computer boot again and again like crazy. Also, if you can boot into ' Safe Mode ', then probably you can look at your files to see what if you have something , some new program that is running and about which you do not know.

There's a new computer worm out there that can, according to the information from McAfee I was reading last night, infect unprotected systems which simply access the internet. The symptoms are a constant reboot cycle like you describe. I can't find the name right now, but if I do, I'll let you know.

There are a lot of situation for that to occur :
1 : Either your computer has caught virus/worm,
spyware/adware that is causing the trouble.
2: Or your Computer must have become very unstable due to
some program/software/shareware that is uncompaitable
with your system.
In any case, you got to just re-install the Operating system.
