Because they never actually thought through what would happen after they invaded, they never had a plan, and they were certainly never going to admit they were clueless or wrong in any of this.
So they trot out a slogan that tested well in some focus groups, and kept repeating that mantra instead of trying to actually engage in a discussion of the issues. Issues have never really been the strong point of this President, so it's not surprising.
