After 82 years of trying to make my money last until payday, I have found two factors which make it hard to stay within a budget: (1). I may have bought something which I could have done without, but felt I "deserved". (2.) I may have given in to an impulse to buy something for someone else. Although it sounds strange at first, try this: Pretend your salary is 5% less than it is. Before you pay any other bills, put 5% of your pay in a savings account -- where you can't write checks on it, but have to go to the bank to draw it out. After a while that account will let you buy a tire for your car or cover some unexpected expense so you no longer have to buy anything on a time-payment plan. Buying on time payments is like accepting a 20% reduction in salary.

Write all your bills down on paper along with the due date, then write your salary down along with the day you get paid. You can also use a calendar if that makes it easier. Then when you do that subtract your bills minus your salary and you have your left over money and that can be your spending money after you have paid your bills. Then as you pay the bills mark them off of your list. That lets you know you have everything paid and that you didnt miss anything. You can continue this every month. You can also use a spreadsheet to help keep track of your bills.

Utilize a program like Quicken to balance your checkbook once a week. Choose a day, set an appointment with yourself in your calendar, and sit down and balance your checkbook. Once you have done that after about a month, Quicken actually has a neat tools to help you see where most of your money is going. It breaks down your expenditures into a pie chart, and from there you can see better where you may need to adjust here...and there. Also if you find yourself challenged even by utilizing something like this, seek aid from a financial counseler (aka: an accountant). Most times they will work with you if you are challenged with your budget and money. Find one whom you can trust.

I always check the due dates on all my bills. Then I put those bills in order to when i get paid. I cross them off a list as I pay them so that I know right away what else has to be paid. I always keep that list in my checkbook so that if i am out shopping, i look at my list and figure out what i can or cant spend without buying too much and screwing myself later. It's all about willpower. You have to keep that list up as best you can, so when that unexpected bill comes up, you can figure it into your monthly expenses better. Hope that helps :)

Divide your bills in Half, probably rent and food (includes lunches) and gas in one half.
The second half would be all other expenses and food (includes lunches) and gas in the second half.
If the due date falls at the wrong time of the month call them and ask to have it rescheduled to the first or second half of the month to fit your payment schedule.
Be sure to plan savings for emergencies. Maybe $25.00 per pay period. Have this signed up as your overdraw account, in case of crisis you will not have NSF charges.
Pay EVERYTHING ON TIME, avoid late charges.
Avoid charge cards like the plague. They will do you in.
You control your finances, do NOT let your finances control you. Write this all down and live by it, be strong.
Give yourself limited spending money and stay in control.
Good Luck.

You only stated what your income is and not what your monthly spending is, which would include everything from bills to everyday expenses. I would recommend for at least 30 days write down everything you spend and at end of that time break it into categories. It may surprise you how much you spend on eating out or entertainment or other areas. Plus, try to budget some for yourself for savings or for special times when you want to have fun.
