We put a small assortment of (pre-packaged) soft chewy candy in our treat bags for Halloween, simply because some of the children are very young & not every child can eat chocolate.

for school parties .. erasers .. halloween pencils .. little notebooks ..
a tootsie rolls .. soft chewy candie..
for regular halloween ... just differnt candy.

sweets, party poppers, yo-yo's, marbles, mini crayons, writing pad, balloons, go to somewhere that does cheap stuff like poundstretcher and have a look.
