Try Elder Scrolls IV : Oblivion. It is an RPG but you can go where you want, when you want and become what you want. How much more free-roaming do you want? Plus there are a million mods to play with.

I think GTA is at the moment just because of the sheer scale of everything and how we can familiarise with certain things. However in September 2007 Will Wright's new game will be released called "Spore". When that is released then Spore will be the best and last free roaming game. There isn't a game out there that allows you to develop from a tiny little cell, generate a tribe, then a city, a civilisation and a galactic empire.

Would Dead Rising count as a free roaming game? GTA is cool, Fable was ok sort of. Zelda Majora's Mask was kinda free roaming.

Got to be GTA:San Andreas for the sheer size of it.
I jumped in a Hydra the other day at the abandoned airstrip and took off in a dust storm, got totally disorientated heading north and ditched it in the sea. Took me 5 bloody minutes to swim back to shore!
And there are so many things you can still do once you've finished the main missions.

i would have to say scrolders of oblivion or try games such as half life 2 there not free roaming games but the way it is st out it feels like there are choices or a nother good rpg game is final fantasy
But you can also get free games online
there is one popular game called Toontown sounds a bit kiddy well your kinda write but there is a lot of rpg and because it is multiplayer it gives the game a whole new element.
BUT many games are not rpg which say they are like MaxPayne 2

Gta san andreas is totally cool.I heard SEGA's new yakuza's english version is coming out soon. Sims is quite good

i would say gta san andreas its huge, althought bully / CCE is meant to be a huge free roaming game
