You are the one who put the viruses on it. I recommend you get a computer-knowledgable friend of yours to tell you what's safe to do on the net and what isn't. Also, Windows 98 doesn't receive any security updates anymore, and could as such be considered unsafe. But you can still be fine if you surf with care.
In general (on Windows 9x), formatting goes like this:
- Boot to DOS using a startup disk (any)
- Type format c:
- Confirm that you want to format
- Put in the Windows install cd (latest version you have)
- Run the setup
- Install Windows
- Reinstall all device drivers
Now, that's how you go about it in general. in the specifics, especially in installing device drivers, things can get tricky. Make sure you know exactly what components that need drivers are in your PC, so you know what to download and have ready.

You should be able to boot to the CD. The instructions should be fairly simple for reformatting the C drive, repartition and installing Windows.

To prevent this from happening again, make sure you have proper security in place:

First, you need anti-virus software like Symantec or McAfee. AVG is a free anti-virus solution. You can also try avast! and AntiVir, though I haven't tested those.

Second, you'll need some anti-spyware. The two biggest are Ad-aware and Spybot. I run both just to be sure.

Third, make sure you have a firewall installed. My personal choice is ZoneAlarm.

Fourth, get all your Windows updates. These can be done by opening Internet Explorer and going to Tools->Windows Update.

Lastly, you have to update all of these services at least once a week. Make sure you are familiar with their functions and services. Virus and adware scans should be done weekly.

Good luck.

You start by getting it thru your head that the P2P programs you use are your problem! Its not a matter of some of these sites being infected, Its ALL of them! Consider how they work! You arent downloading files from a site, you are downloading them form a total strangers PC! Some of these people know they are sending infected files while the vast majority of them dont even realize it! GET SMART! Also keep in mind that just because you have virus protection software doesnt make your system safe! It gives the user a false sense of protection! Now go to the Symantek website if you know what the viruses are and download the free removal tools.

You are going some place or doing something that has viruses. Before you reload it this gets rid of about 98% of the stuff out there. Since you have an older OS you have to do the downloads before you go to safe mode since you won't have internet.

This is more effective in safe mode (F8 during the boot, pick safe mode)

Go to Start>Control Panel > Add/Remove Programs and Uninstall what you can there. If they won't uninstall, you will get them later.

Do the free scan

Download AdAware and SpyBOT (available at http://download.com )
Install, update, scan and remove anything they find.

Update and run your virus scanner http://free.grissoft.com if you need one.

Defrag the drive, reboot in normal mode and rescan to make sure you got it all.
Download and install all Windows updates when you are done. (Internet Explorer > Tools > Windows Updates)

Sorry, but you got ripped off.
Any reputable dealer would have installed XP with SP 2.
You need a virus protection, a firewall, and a upgrade!
