"Juvie" by Jerome McDonough is excellent. It is about teens in a juvenile detention center. You could easily cut it. Great opportunities to educate them about acting, set desigh, stage management, and directing.

No offense regarding TEEN issue play, but almost any contemporary musical would work.
45 minutes might be a tight squeeze however.
Part of the beauty of organizing, preparing communally, is EDITING.
DROP/ADD is a great way to process any script into a time restriction you might be goverened by.
A script with no royalty issues, or issues of strict adherence, can certainly be altered to FIT.
I also suggest not getting too far beyond your specific age group,,,IE: Too young or too mature. YOU as a TEEN have very specific things you can relate to, project validly in, and
believe-ability through,,, without aging someone, or having them perform a part far younger than their actual years, drastically with makeup, etc.
Find things either most relevant, or most fantasy based.
Remember it's called "Acting" for a very specific reason,,,, and should not only be enjoyable to perform, but engage the audience as well.

Samuel French and Dramatists Play Service both have high school specific plays...also, some of them are royalty free (though, frankly, non-musical plays don't have much royalty attached anyway).
Just google up the website for both licensing companies - they both have search engines to help you. Also you, can order their hard copy catalogs and spend more time perusing the various listings.
I have directed quite a few high school plays, and I've never used a high school specific play. There are many many mainline plays that are perfectly appropriate for high school students.
