In which country? And what sort of performing arts? Acting, or dance? Straight drama, or musical theatre? Theatre, or film? Do you want to be on stage, or work behind stage (techie)?
Talking in generalities, I'd argue the best performing arts programs in the US are:
Julliard
Carnegie Mellon
New York University
The University of Cincinnati College Conservatory
North Carolina School of the Arts
Fordham University
State University of New York - Purchase College (SUNY Purchase)
Yale
Rutgers
But if you want film very specifically, I might add Vancouver Film (Canada), University of California Los Angeles, and University of Southern California.

Vocal or instrumental? Jazz or classical? (etc, etc, etc) Keep in mind this is college, not high school, so the list of specific majors and the programs or college departments that offer them is quite extensive. And a college that is great at, say, instrumental music, may not be good for dance. So, depending on what kind of performer you want to be, you should be looking at different sets of colleges.

Buy my point is that generalities are worthless unless you get specific.
