First answer is factually accurate, but it leaves out the fact that Hoover used the FBI as his own personal spy agency, using illegal eavesdropping and break-ins to gather info on a large number of prominent Americans and using that info to ruin people who opposed him or his views and to blackmail his way into keeping power for 50 years. He became so feared that no president dared not keep him on as FBI director.
Especially hypocritical is the fact that he ruined and blackmailed many homosexuals while apparently living in the closet himself.
In recent years it has come to light that he personally authorized the cover-up of a Mafia hit man's guilt in a Boston murder case in which an innocent man was convicted and sentenced to death. (The sentence was later commuted to life.) The hit man was an informant, and Hoover decided that letting an innocent man go the the death chamber was worth it.
Hoover was a heartless bastard. The list of his sins is actually too great to get into here. I personally consider him to be one of the worst ogres of our history.
