First, I would double the money I have to work with by ceasing economic and military aid to Israel from the US. The US is consistently called on as an arbiter for the Israel-Palestine conflict, and it MUST be able to project an air of impartiality. It simply cannot do that while sending billions of dollars to Israel each year. Establishing the US as a neutral party interested only in seeing peace would enhance the credibility of any peace process.
Second, use the money to bribe the parties into submitting to binding arbitration. This will be the most difficult part. Part of this will have to be a US guarantee of support for creating an economically viable Palestinian state. Better economic conditions in the Palestinian areas will reduce the influence of militant groups such as Hamas who make their living off of the anger of a poor and starving people. Hamas was elected mostly based on the fact that they carry out much charitable development in the West Bank and Gaza. If someone more moderate could provide the same services, the militant voice could be eliminated.
No one will like the process. No one will be completely happy with the outcome. But with the United States pushing both sides equally (<---- !!!) towards compromise, the general populace of both sides would welcome an end to the fighting.

It wouldn't work even with that kind of money, Listen to the news Hamas was voted in as the government is Gaza and the western countries said that they must recognize Israel's right to exist or they would not send aid. What do you think happened? Rather than aceptin aid money which is most needed, they refused to say Israel has a right to exist. Result People are starving there and the police, army teachers sanitation workers and public aid doctors have not been paid for 6 months

The following answer assumes I am a third party, so here goes.
I would lock the leaders of Hamas, Fatah, and the other assorted terrorists in a room with the PM and President of Israel. No one comes out until the following conditions are met.
* The Arabs accept Israel's right to exist as a predominantly Jewish state.
* The Arabs cease their calls for Israel's destruction.
* The Arabs dismantle their terrorist infrastructure.
* The Arabs give up their claim to Jerusalem.
* Israel dismantle most if not all of the isolated settlements in the West Bank
* Israel gives the Arabs a reasonable amount of land for their 23rd state.
* Both sides give the other access to their holy sites across the borders.
And this won't cost $3 billion!

1 America becomes an unbiased observer (this will never happen)
2 The Israelis get off of the Palestinian land they have illegally occupied (they will never do this)
3 The Israelis and Palestinians learn to live as neighbours (if the first two happened perhaps this would be possible as normal people just want peaceful lives, it's the powerful who want the killing).

There will never be a solution, because Israel feels they have the right to exist as a country and Palestine wants the land back that was stolen from them and given to Israel by the British.
When a so called civilized nation just goes about willy nilly drawing country lines where it best suits oil companies problems will arise. Like in Iraq where you have three seperate factions who do not like each other.
You can not possibly expect the Palestinians to ever except Israel as a nation after all the atrocities Israel has committed against them.
I wasnt aware God was a real estate agent and could just give land like that out. Can you tell me where his office is located, because I think Id like the same deal the zionists got. Judaism is a relgion not a race of people.

As long as the Palestinians want to obliberate Israel no amount of money will change their minds. They believe the U.S. and Palestine are preventing their 'messiah' from returning and restoring peace to the world and it is up to them to bring this about by killing all of us.
