If one posts a question and then delete it, why does it's contents still appear on the web.

If you mean 'why does it appear in a Google search?' it's because Google is very quick off the mark at spidering Yahoo Answers, so it finds the link. It doesn't amend that, though, if you subsequently delete the question. Clicking on the link would give you the standard Yahoo 'Oops! ... ' message.

If you mean 'why does it still appear in the Answers list?' I think the answer is that the Answers list is only refreshed periodically from the database. New questions are added to the list but the whole database isn't searched for deleted questions every time.

It probably wasnt deleted, it's probably just a resolved question..
