If so, could someone let me know what qualifications and experience are needed in order to become an Income Consultant with details of the expected salary for such a job?

Income consultant - sounds like someone who works at the benefits agency.

Sounds like a morph between "financial advisor" and "career consultant" search under those.

You mean a Financial Consultant. You will need a min, of A level maths, english and a science do a coarse on Accountancy at a local college or uni

I'm guessing you are going to pitch yourself as a negotiator, like an agent, or advising companies what they should pay when creating new jobs ?

I think expereince would be the most important qualification.

At the risk of breaking ageism laws, i doubt if i'd think of engaing your services you if you had less that 20 years of professional business expereince.
