Do you mean the new electronic ones? A good computer store should have a catalogue and be able to order the pen and the pad. If you are talking about a pen, an art store that sells calligraphy pens will have the same kind of pen as a shorthand pen.

Gosh - I thought shorthand would have died out by now because of all the new technology!

I think you should search on some of the fountain pen manufacturers sites, like Waterman, Sheaffer, Conway Stuart - my shorthand pens came from them but that was years ago. I bet you would get one at Harrods on Line.

When I was at school we had to use a pencil for shorthand, but I guess you're talking about something else.
