I would guess Montpelier VT. I've spent a lot of time there and there are no chain restuarants particulary no McDonald's. Ther might be one in a town down the way called Barre, but it is not the state capitol.
I have no idea how to confirm this with a source

McDonalds are everywhere. I work in a hospital and there is one here! Can you believe it, serving nasty greesy food to cancer patients and heart attack survivors.
