why do you want to wear capri pants in the winter? Where do you live?

What about the ballet type shoes, the look is that of Grease (the film) and looks cool, my ballet style shoes/pumps are worn with everything, I love em'.
You could also wear a nice pair of longer length boots, personally this trend has never really been for me but on the right person it looks very stylish and quite sexy.
Also ask at the shoe shop they might have some tips for you too.

Acutally looking at the fashion you can wear anything heels, boots and also ballerina flats. Just make sure they are the same colour as the capries or your top

try a flat heel shoe (similar to men's style) with a leg warmer

I would definitely go with boots. So that way you are fashionable and warm.
