This is a problem with lots of Christian youth groups, especially for this age group. What many churches do is create a sort of BIBLICAL party, and force the doctrine into the party situation. Kids this age tend ot find these parties dull and more like Bible school than a real party. Some churches have "Harvest Parties" which celebrate the season in a different way. But I like Costume parties, and so do kids of this age.

What you can do is to have a party, but emphasize the FUN aspects rather than the SCARY (or Death and OtherWorld) aspects of Halloween. Costumes allowed would be Cartoon characters (or biblical characters) Movie Characters like John Wayne or Hard Boiled Private Eyes (Not Freddy or Frankenstein) and the more "NON-Death related" type of costumes. Pirates, CHeerleaders, Vikings, (Oddly, not Cavemen as that plays to the Evolutionism and not Creationism)

Make a list of allowed or "Encouraged" costumes and even a list of NONallowed costumes (Vampires, Ghosts, Monsters, etc)

Decorations should not lean toward the DEATH or SCAREY part of Halloween, but should celebrate the fun of the season. Pumpkin carving, apple bobbing, candy and fun party games would be the best. Again, you want to celebrate the season and not the "other world" aspects of Halloween.

Take the time to explain why you're limiting things this way and explain how the party is to celebrate the season, not the "Other World" or Monsters of the world.
Use good sense in choosing music and you're probably in for a great time.

A room full of thirteen year old boys and girls in costumes. Yikes.

Have chaperones.
Avoid trying to christianize the evening, the results tend to be lame. You can keep it halloweeney and maintain christian doctrine without being obnoxious. Just stay within the lines you set without constantly calling attention to them.

I would stick with the classics... ghosts and goblins and stuff like that. I'd stay away from devil stuff... and stay away with dressing like a prostitute like some kids are doing now. Not literally a prostitute, but thing like a "bunny" or "french maid." Keep it simple, and everyone will have fun. There are lots of innocent ideas out there.
