You sure didn't give much detail but my first thought was that you're speaking of this: clear plastic cups that each has a miniature lamp in the base, the whole formed into a ball and hangs off the cord with no lamps.
If this IS the case the hardest part is finding cups that form a ball when clustered together! I've done this using clear 'cocktail' cups that I found at a restaurant supply. If they *do* fit tightly at the rim you can use quick-setting epoxy to glue them together. The lights I used needed a 7/32s hole drilled to insert (and then glue) the lamps into the base of each cup and extra lamps get left in the inside of the ball. If the rims don't fit tightly you'll need to drill small holes at each point where the cups almost meet and tie together with clear fishing line (not as impressive looking but still works). I will warn you that it's a *lot* of finicky, pain in the A type work!

g'day mate! if you live in an area with fireflies, you can make organic glowballs by trapping a bunch and putting 'em in those hollow semi-transparent christmas ornament balls. to keep them in there long term, find a bit of firefly food (nectar and pollen, just pick a blossom) and slip some in every other day.
if you're looking for something less alive, you could try putting long-lasting birthday cake-size candles in the ornaments instead. hope this helps. ta!
