Mechanic says it is a gas cap. Replaced, Reset light, Still comes on within 50 miles, still shows small air leak. What Next?

If you mean small leak as in EVAP code(s), I would check around the LDP(Leak Detection Pump). It should be located in front of the battery. Based on how long the pump runs, the ECM can tell if there is a blockage in the EVAP system or a leak. Those are notorious for causing problems on Chrysler vehicles and I have replaced a few and found some with cracked vacuum lines and feed lines dried and rotted. If it's detecting a small leak, it's either the pump or an actual small leak in the EVAP system. I usually use a smoke machine just to verify that the EVAP system or components are not leaking.

My 1998 Durango was getting power surges while driving, when I turn the vehicle off it would not restart, and there was no power to the vehicle at all (no interior lights, radio, etc). I located the fuse distribution box in the engine compartment and checked all fuses and then hit the box with my hand. Interior lights came back on and the vehicle fired up like nothing had ever happened. It did it two times in a row. I found my K&N filter very dirty, clean it, have not had a problem since. It could explain the check engine light.

Check all your vacuum lines. Might have one off or possibly you accidentally pulled it off doing something else. It may have even cracked from heat.
