I personally don't walk around with other parts of my body hanging out so its a little hard to draw a comparison. Although my nose does get cold.

Because heat rises. Just like in a room with a heater the heat rises to the ceiling. It's the same with our bodies. The heat rises to our head.

Could be part of evolution, we've gotten use to the cold in our face, so now its like...suitable to abide with.
