Short answer, no.
Long answer, no, but it's not safe ordering things on the phone, by mail, or even in person either.
Most sites that participate in e-commerce with good intentions will have security measures in place to make your transaction as secure as possible, and to keep your personal information private. That being said, there are sites out there that don't have security measures in place, because they don't know how, or because it's too expensive for them to do so. These companies might not have poor intentions, but you're taking a risk by buying from them. Your personal information is a lot easier for a third-party to intercept while you're not using a secure sever. (Any time you're on a secure sever, "https" should be at the beginning of the site's URL. Most browsers will display a lock in their status bar at the bottom, too.)
Any time you give your credit card, or your credit card number to any one, you're taking a risk. Even if a company has good intentions, the employee handling your information may not. In my personal opinion, you shouldn't feel any less safe buying online than you do over the phone or by mail.

Well, like anything else, it depends on where you shop. According to the experts your best chance of not getting scamed are to shop where these is a (1) phone number to call (2) an address to write to and (3) my personal favorite-how long have they been in business-how well known are they-how big are they for example. Amazon.com Overstock. com or buying a telephone (actually two) off ebay from a guy who will only take certified checks-yep I did that- only one worked.-well, they were eheap. The best advice I can give you is to make certain of the item you're buying-by that I mean- make certain it's what you think it is and make certain it's the correct item. Even if the company accepts retuirns-it's a real hassle. I've been shopping online for a few years (about 7) and it's been good-real good prices-good quality-this year I had to have my bank stop payment on an item. It came from a HUGE auto parts house-multiply locations-I ordered correct item-they shipped wrong item-could return, but like walking maze-lots of I's to dot and t's to cross-and they would not credit me for 6 to 8 weeks-that's past pretest time!!! turned it over to bank-got my money and they took over. business didn't say they would not pay-said they would-because of the run around didn't trust them-so moral to story--- make sure you get sent what you order-don't be afraid to ask several times to make sure they are shipping what you order- best results have been from amazon
