I'm not Canadian and that is why I'm asking for sb Canadian to help me understand, how living in this country could be a punishment. Please, be serious, I really want to know.

The case you are referring to is he is coming to serve his sentence in Canada in a jail, not roam free.

Perhaps he was not exiled to Canada. He could have been deported back to Canada if he was a Canadian citizen. I`m sorry but I have not heard about this case.
