dpc has it right.
in the words of W.C. Fields, or was it P. T. Barnum?
there's a sucker born every minute
you cant protect the sheeple from the wolves, at least not on the internet.
new, do-nothing laws will just clutter up the law books and make some other wanna be lawyer rich by selling another useless book on "avoiding internet scams for dummies".
its up to the individual to learn enough about the technology he or she is using, to avoid being ripped off.
consumer education, with regards to computer technology is sadly 2 or 3 decades behind.

I don't think we need to do anything. If you know it's a scam and delete the email without falling for it, no harm done to you. There's got to be a point where society encourages people to fend for themselves. People who fall for these scams are the same kind of people as the lady who sued McDonald's because their coffee was hot. No common sense! And I for one am tired of having to put warnings on everything just because some people simply can't think for themselves. If you are dumb enough to spill coffee on your lap and expect it not to be hot, you deserve to get burned. If you are dumb enough to believe someone you've never heard of in a country you can't find on a map wants to give you $20 million, you deserve to get ripped off.

These swindlers are exploiting human greed.I guess we all would like something for nothing. Everybody should be aware of the Nigerian scam by now, even the less educated.

I think there should be some local authorities to whom u cud forward details of such mails. they have become so common. Its a wonder how they try to dupe people by promising them inheritance and prize money.

I can not feel too much sympathy for anyone who would fall for such a pitch. They probably got exactly what they deserved.
