Yes, you can. Most of the veterinarians around who specialise in fish are involved more in production/aquaculture, but there are a small number who specialise in aquarium fish. Some local vets may be willing to deal with them- anaesthesia and stuff is easy if you've been shown how to do it, but a lot haven't.

If this is about your fish, rather than a general question, give your local vet a call and see if a./ they can see it or b./ if they can give you the name of someone who can. Otherwise try looking up the veterinary website for your state/country and see if they provide a list of veterinary specialists.

Phone up the vet and ask.

Generally speaking I would avoid moving the fish and try to bring the vet to the animal. The move can be dangerous to them.

You can get books on the subject of fish health.

Had a friend who's favourite goldfish swallowed a stone, so she bagged it up and took it to the vet, who successfully removed the stone - not sure how (would love to know) but the fish is swimming happily back in the tank.

If you can find a vet that will treat them sure. I've heard of people taking their prized koi in for surgeries and such.
