It is illegal to take copies from your site if it is copyrighted without permission ...the only problem is tying to take any form of legal action when the offender could be on the other side of the world .....
It may be able to be done if you can establish what country they are in ...but very very expensive

u can take legal action on it if u know somebody has downloaded content of ur website without ur permission
