What does a green light or orange/red light on in someone's window mean?

I've seen this occasionally. Is this a sign of suspicious activity?

Like the other poster, I would guess this is the "traffic light" system - whether for naughty things (drug deals etc) or to indicate that the "other half" is out and feel free to pop in for a bonk :)

Perhaps a modern version of the packet of OMO in the window.

Same meaning as on traffic signals.
