I'm surprised that so many people haven't mentioned one of the best electrical insulators: Teflon.
There is a property called dielectric breakdown strength, which is the voltage at which the insulator breaks down and becomes a conductor. (When this happens in air, we see a bolt of lightning. If a rubber or plastic coating on a wire breaks down, the result is usually a short circuit, and possibly a fire.)
Look up a table of dielectric breakdown strengths on line; you will see that Teflon is near the top; in other words, it is the best insulator.
