the things that are best fornot conducting electricity are called insulators. some of these materials include rubber, expanded plastics and rubbers...

here's a quote i took from answers.com:

I'm surprised that so many people haven't mentioned one of the best electrical insulators: Teflon.

There is a property called dielectric breakdown strength, which is the voltage at which the insulator breaks down and becomes a conductor. (When this happens in air, we see a bolt of lightning. If a rubber or plastic coating on a wire breaks down, the result is usually a short circuit, and possibly a fire.)

Look up a table of dielectric breakdown strengths on line; you will see that Teflon is near the top; in other words, it is the best insulator.

Probably the first thing most people will think of is dog poop. But also uncooked spaghetti, grapes and copper wire. Wait! I'm not so sure about that last one.
