9.2 m/sec equals 9.2*3.6km/h, that is 33.12 km/h which is faster than 29 km/h, therefore bert finishes 1st.

You need to convert Brenda's speed into m/s. The conversion factors need to cancel out the units while being equal to 1, so they are (1000 m / 1 km) and (1 h / 3600 s). Multiply 29 km/hr by both of those factors, and compare the result in m/s to Bert's speed. Whoever is faster finishes the course first.
