Anywhere in the world and most of the Epson photo printers will print on CDs.
There is another option for you a Lightscribe DVD/CD writer will etch an image straight onto the back of the disk without the need for inks.
It looks very profeesional but you don't have the option of colour.

Epson have a range of printers that will do this, and they are very good.

The Epson Stylus Photo R220 lets you personalise blank CDs or DVDs* with your own unique designs - so you can share and archive your photos in style. You can also apply effects, change layouts and add frames to your photos, with the included range of easy to use creative software.

The Epson Stylus Photo R340 is very flexible. You can print photos and designs onto compatible CDs and DVDs from your memory card or your computer. And attach a CD-R or Zip® drive to back-up your precious memories. You can even get creative by adding frames and borders and printing your photos up to A4.

Some Canon Pixmas will print direct onto printable CDs. I've got the MP500, which prints photos really well as well. It has this little tray thing you load into the front with the CD in it.

If you mean the labeling of DVD's, this is done by a special DVD drive on a special DVD writebrite disc. To me, it is disappointing coming out in dull colors. You are better off printing labels and gluing them to the DVD.

Usually malls have stores that sell computers, printers and other accessories and parts, it is better to ask the store assistant what you need and want to buy. Be very thorough in your information so will get the best product that is most adaptable to your need.
Good luck !

That's a new one to me. To make cd/dvds you need a cd/dvd burner in your computer hardware. That little drawre that pops out when you put in a cd to install a program.
