A programmer is someone who writes computer software.

A developer is someone who programs computers or designs the system to match the requirements of a systems analyst.

The developer does the higher level tasks including designing the program, writing the technical specs, interacting with the management/marketing people, as well as programming the core functions; the programmer basically codes the program based on technical specs - and fixes the bugs (hopefully).

A programmer is usually the software engineer who does all the backend coding for website/database communication, functionality, etc. When you submit a request on a website, for example, a software engineer codes the language that tells the database to fetch the exact return information you require and how to do it.

A developer however, is more front end, and deals with the functionality of what you actually see on the webpage, i.e. drop down menus, forms, tables, letter fonts and colors, etc.
