I'm in the Army and I've using a quadband RAZR that I bought here in Germany for almost a year. When I move back to the states will I still be able to use the phone in the States eventhough it's a prepaid phone which for right now you have to put Euros (European currency) on?

the european cell phones are totally different...there bandwith is still another standard then here in the US....I got a 4 band world phone...I can use here and in Germany!

Yes you can. There are a couple of GSM operators in the US including T-Mobile. The rest are CDMA and your phone won't work with these.
If you use your German SIM card, you will pay roaming rates and it will also be difficult to top-up. Buy/acquire a new prepaid SIM card when you get to the states

only if you get t-mobile the rest of cell phones company's will not accept open cells :(
