The best way is to find out what she likes to do. A picnic, a concert, a movie, a walk, whatever. Pick something where she does not feel threatened. Even a group thing til you get to know her better and she feels more comfortable around you and gets to know you a little. Just be sincere and nice and not too pushy. The more you ask about her, the more you will learn. Pick something that she likes or even ask her what she would like to do. That way, she is more in control and involved and it shows you are a considerate guy.

ok now this all hinges on your age. A note can work until your about 16. Face to face is normaly the best option unless you think you're gonna get imbaressed. try not to do it around her friends, they may say her opinion. dont do it around your friends she might get intimidated. Phone can work if you do it right. e-mail is never an option unless both of you are uber geeks. IM is authorised as long as you have a meaningful conversation beforehand. remember not to be a stalker. and for god's sake grow a pair and just do it

First tell her that you would like to ask her something.
That way she kinda gets prepared for "something", and
you do to, actually.
Then, give her a comment such as, "you know, I really think you are a cool, unique person" whatever fits (don't make things up!)
This comment also prepares her and you for the question you wanted to ask.
Then, ask "Do you think you might going with me to movies this Sat. eve?" also good to lighten it up with something like, "it will be a fun night?"
If you don't know her very well, you might want ask her out to a public place that she can COME MEET you at. That will make her feel more COMFORTABLE, knowing that she has a SENSE of control that she can leave whenever SHE wants.

Make it sound like a non-date, like act like a friend and be like 'hey, you wanna go check out a movie' then ask her questions about what she's looking for in a guy or whatever. see how it goes, read her body language and if it goes great. text her and say 'i've been thinking about you. u want to go out again?'
To straight out ask her out, just say 'i really like you' women get asked out alot, and hear alot of lines. just someone saying they are genuinely interested and being honest is kind of cool (to me anyway) all women are different. try and weigh her up.

Compliment her, make sure you make a little Physical contact even if its a light touch to her waist or arm, compliment her and introduce yourself - Now you have her attention, the rest is up to you
