It's great that you need to join the army so desperately. First of all, hats off to your patriotism and all the best. Now coming down to the question you asked, lemme try to break down into small parts so you can try them out easily.
1.) Losing of Body fat : I am not sure if you are running outside or on the treadmill, anyways i will attempt to help you with both :
a.) Running out : To lose fat, always try to choose a playground or some place which is considerably flat, in this way you are not trying to exert much pressure on your muscles so as to induce them into muscle building. By reducing pressure on the muscles you are actually making them work normally and in this way they lose a lot more calories than if you would run on a inclined path.
b.) Running on the treadmill: Keep the gradient on 0 and keep a formiddable speed, not too much to tire you down soon or not too less to make you feel lazier after a while. Run for a longer time than you usually would, this will help you reduce a lot of calories.
Inches required on the neck: (I am suggesting a stronger regime as you don't have many days.)
The best way you can deal with it is a very simple exercise. Lie on a flat bench with your head sticking out of the bench. Then you can do a couple of movements.
a.) Move your head up and down - Do around 5 sets of 10 movements each.
b.) Move your head sideways - Do around 5 sets of 10 movements each.
c.) Rotate your clockwise - Do around 5 sets of 10 movements each.
d.) Rotate your anti - clockwise - Do around 5 sets of 10 movements each.
Waist :
Do stretching exercises to reduce inches on your waist in addition to a few crunches.
Stretches: (Do a few sets)
a.) Raise one of your hands above your head and bend your body on the opposite side, and continue the same with the other hand as well, this will help you in stretching your waist muscles and encouragin them to lose fat,
b.) Stand a bit apart with hands on your hips, and twist around.
And remember my friend in between all this, don't tend to be careless on your diet, I would not suggest to lose a lot of carbs and fat in your diet, keep them in but just a considerable amount,
Try to have more of proteins which will help you improve your inches in your neck and don't worry it won't add to your fat.
Also eat salads as they will help you in many ways. They will increase the water content in your body to some extent as this is very required to keep your muscles lubricated during your regime. Different vegetables contain different vitamins, so make sure you have variety of colour in your salad. also the fibrous content of the salad will help you in reducing fat.

lol... hmm. well the excessive weight you're carring (and it is just that buddy, stored energy inside cells such as fat which is doing nothing but being stored and built up) is simply going to put you and your fellow colleagues under physical stress. I'm a little over weight myself, and I don't like it very much to be honest with you. a far cry to my mid-late teens when I was a lean mean running machine, always playing football with the lads or tennis with a few mates etc. outdoor activity was part and parcel of my lifestyle, but now it seems THIS (Yahoo! Q & A!) is. depending on the job role assigned to you in the military, you could be doing anything - including cooking for the troops lol. if u want to be a soldier on the frontline, or arming a patrol post etc - you need to be physicaly healthy. Also imagine if you were wounded by enemy fire, and your comrades had to carry you - imagine the unessesary stress you'd be putting them under - it boils down to 'life and death' and your 'fat' would cost them their lives. Interesting question b.t.w - but honestly ? I'd sign up JUST to lose the lbs lol the idea that I could once again get a good physique, cut down drinking and steer clear from smoking for good - by rigourous army exercises and drills appeals to me.

It's possible, my husband had to when he joined the Army. Just keep running and watch what you eat, my husband eats salads and those Lean Cuisine meals when he has to lose weight before for his PT tests. Once you've lost the weight, try to get comfortably under your limit and maintain it there so you are not having to stress and crash diet every time you have a pt test and weigh-in.
