Don't know about you but I find it infuriating.

The new internet explorer seems able to bypass the auto hide setting which I always don't select. It appears to be a new feature.

Follow the steps below to toggle on/off auto-hide feature of your taskbar:

Right click on your task bar then Properties.
On your Properties windows, just uncheck Auto-hide taskbar.

Bring up the tool bar, right click on it then click on properties, then uncheck the auto hide box.

right-click on the start button, go to the tab called taskbar, choose properties, remove checks in front of 'auto-hide taskbar' and 'hide inactive icons', press apply+ok.

Right click on the Taskbar, (main bar at the bottom of your screen), select Properties, make sure there's no tick in 'Autohide the taskbar', click Apply, then click OK,....... Et voila! :)
