It means "I like you a lot". It doesn't mean "I love you". You usually say that to a friend you really like (well, people don't really say that to each other) or to a new boyfriend/girlfriend.
For example, if you're talking to a friend, and he asks you how your relationship goes with your girlfriend, you say: "Je l'aime beaucoup" (I like her a lot).
You can also use that expression when talking about a film, food, anything really, to express that you really like that thing a lot. But when you're talking about a person, it's one step before "I love you"
If you want to say "I love you very much", you can say "Je t'aime tellement!" or "Je t'aime à la folie"...
I had a boyfriend who was English, and once he told me "Je t'aime beaucoup" (we had already said "I love you" a few times. He spoke French fluently, but he hadn't realized that it didn't mean "I love you very much".
