But seriously just drop a hint, a death knell if you will, to his aspirations for something more, like slipping "You remind me of my brother" into the conversation casually and watch that balloon deflate.

If they're pestering you, it's not nice. Look them deep in the eyes, and tell them to back off!

Walk away whenever you see that person from afar.
Pretend that you don't see that person when s/he stands in front of you. I know this is very rude, but s/he is being rude first if s/he is pestering you no matter in what way!!! If I were you, I would do it in a not-so-polite way to make him/her see my point.

I know it's hard, but if you don't like the person then being nice wont do you any good. Just be as rude with them as they are with you. If they get annoyed and don't talk to you again then all the better, You never liked them in the first place and you no longer have to put up with their pestering.
So in short......Just tell em to f**k off x x

Be condescending towards them.
They'll start to question why they're nice to you at some point and then they'll quickly back off.
At that point you'll be able to dictate the relationship/friendship by either talking to them again or completely avoiding them.

Why not tell him (Im presuming its a he) that you actually have turned lesbian so hes totally wasting his time. But if you had remained straight - you'd defo be interested! Then snog the nearest female to you! xx

buy them a one way ticket to some exotic country go withy them insist on carrying both passports when you get there fly home quickly leaving them without there passport to get home this may seam cruel but look its nice where you left them so dont wory
