northwest of dewford town is a cave, it has low (like level 5-8) level pokemon in it. there are zubat, aron, sableeye, mawile, makuhita, nosepass, geodudes in there.

there is also a stone that looks rather suspicious in that it's apart from the wall, and quite big. i believe it's on the second floor down, but i could be mistaken.
