Maybe he's doesn't know how you feel and is waiting for some kind of response or signal first. It could even be the different town thing. If he says that he fancies you it seems odd that he won't ask you out though?! I would say that maybe he's shy but saying he fancies you is not shyness.
I think if you told him how you feel whatever that might be I think thing's would become clearer.

How often do you guys meet up together? If he likes you a lot, there's no reason why he wouldn't ask you out. He must be hiding something. Or the moment he said that he fancies you?, he might be flirting, or playing game, ofcourse I could be wrong. How about you test him... like.. play a game or something, the loser has to take the winner to a dinner... corney, cheesy stuff like that..

I'd say you should ask him for sure. Think of all the work of the feminist movement... women are in the workplace, performing demanding jobs. The fact that most of 'em still can't reverse dating gender roles is... interesting. Try turning the tables and being proactive

Im in the same boat as you, this guy texts me all the time and when he's drunk they ae very flirty texts but he stil hasnt ask me out on a date. I was out the other night and he ask where I was and if I wanted to meet him and when I said yes he lefted it for abit and then said his mate wouldnt lend him any money so he couldnt meet me.....??

I think the question is, do you really want him to ask you out on a date? Remember long-distance relationships doesn't work without hard hard work! Do you really think things will work out - that you could stay true to him and him to you? I think you should think rational, is this just a fling or is this worth all the trouble just to get hurt?
