YES. (and my post is sort of long, but it's worth reading!)
1) some STDs (herpes, HPV) are transmitted by skin-to-skin contact.
2) others, such as HIV, require fluid transmission -- but there are fluids present in "pre-c*m."
for herpes you should get yourself tested after 3 months of the event, and for HIV, and after 6 months (the antibodies can take that long to develop).
always always always use condom. don't slip up or "forget" or get caught up in the moment or think "it'll only be this once." not even once, not even for 3-4 minutes. not even for 30 seconds.
a condom should be thought of like you think of the keys to your car -- you'd never lock the car without knowing they're securely in your hand. by the same token, NEVER have sex without protecting yourself. (not until you know/trust the person, and have both been tested, etc.)

Its always possible, if you used a condom your chances are reduced but they're not 100%. I would get tested just to be safe

yes, you can get it by kissing if you and/or her have a sore in your mouth. You can get it if you touch the condom and then your personals.
