Whats the cheapest way to increase reslolution from document to print and keep quality high!?

On graphics from bmp to jpg , I would like to getting larger images from smaller ones to look just as good.

First thing, the moment a picture is reduced in size and resolution, there is no way you can zoom it and YET maintain picture quality. If the resolution of the small image is High then you can zoom it to a particular extent and not beyond that.

Are you increasing resolution on a graphics file/image, or on a document?? You need to clarify here
