I want to send tulips to a woman I've been dating for a month to her work just randomly as a surprise. Is that too much?

No, not at all.
I think that's a lovely gesture, provided tulips
are in season, otherwise you will be
paying a fortune.
You could pop something sweet on the
attached card like, "Just thinking about you today and letting
you know how much I really like you/value you or whatever....you fill in the blanks.
It really depends on how much you really like her and value her.
Sometimes us "gals" just love receiving flowers.
The thought is sweet and has a lasting effect

Do it..when all the girls at her work get jealous because their boyfriends don't do that, it will make your girl happy and when she comes home, she'll probably reward you with lots of sex.

go for it! that is sweet and romantic and would be totally acceptable :) too much would be to serenade her at work or have sexy underwear delivered at work or something embarassing like that!!!!! but flowers, how lovely!!!!!
