Yes, I would say both. I brown a pound + of hamburger meat with a large onion, 2 cloves garlic cut up and maybe about 1/4 cup bell pepper if I have it. Drain, add 4-5 tbsp chili powder, 2 cans red beans with juice, (red beans are the best but kidney beans can be used) tomato juice or canned tomatoes, fresh, Whatever you have to be about 1 qt of tomatoes and or juice. The best is fresh tomatoes pealed and cut up. Fresh tomatoes peal easy if put under boiling water for about 30 seconds. I usually just cut them up and use them peeling and all. You may want to put some water in it if you like a lot of juice in your chili. This makes a pretty big pot but it always gets eaten with just the two of us. Make chili dogs, chili mack, Frito pie, enchiladas with the rest of it. I suppose you could half the recipe. Yes, Cheese on top goes real well.

Chili is nothing without beans. The beans make the chili. Cheese is extra. Tomatos help but you can get chili powder/sauce and it will still come out same.

when i make chili i like to make it hot but i do add tomatos and beans and because some people i know don't like onion piece in their chili i put a whole one in it with slits cut into it to let out the flover witch gives it that just right taste. And for the cheese part i just think that depends on the person so i have a bowl of sherded cheese off to the side so people can add it to the own bowls.

A great chili has both beans and tomatoes in it. Top it off with cheese and some Fritos and you'll have something tasty!

I usually do put beans and tomatoes in my chili. I also like to put a little bit of milk and sugar in it just to sweeten it up a bit. Add cheese to it does the trick too.

I love it with both tomatoes and beans. A "chili snob" would tell you real chili does not have beans in it, but what do they know!

Tomatoes and beans... Never really have cheese on it. Sometimes some sour cream though.

both, my dad used to cut up a potato really small and add it to the chili too.
Chili needs both tomatoes and beans in it to make a nutritious meal.
