My little dog doesn't want to drink if there is anything, even a speck, in her water either..However, when we are out in the woods, she will drink out of any mud puddle! I take water in a bottle for her, but she refuses that..to drink muddy water...Go figure!
Perhaps if you could rig an awning over the bowl to keep dust out?

My beagle did the same, until I changed her bowl, she didn't like ceramic because she could see all the particals! I got her a metal bowl and she jumps in it practically everytime, especially after a water change though (she likes cold cold water), I mean everytime she gets her dinner, i refresh her water, and she dives in the water first before the meat. I would say try changing the type of bowl he drinks out, just to see.

Try getting a water fountain for him - it keeps the water moving and fresh so he'll drink all he needs to.

LOL!!!
I've never heard that one. Cats yes, dogs no.
There are drinking fountains that continuously circulate and purify the water. Like one of those table top fountains only filtered drinking water. Consider one of those.

I don't know if it's normal or not but, I'd be happy about it. I wouldn't drink water if it had stuff in it... would you?
