Because he is a using you. He has made a commitment and he is not ready to give that up.Its a game that guys play if he was leaving he would have done it by now.
Sorry to be so hard But why continue to hurt yourself and be used when there are so many guys out there who are single and would appreciate your attention Don't let some guy make you a door mat if he does it to her and fools around he will do it to you .

why call her a shrew? you should be mad at him and at yourself. you're hanging on because you want to. why should he leave? he's having cake and ice cream. as long as you don't demand a change there won't be one.
