The best thing for skin issues down there is a penis health creme. I used to have really dry and irritated penis skin until I started using a creme called Man1 Man Oil. It's really good stuff. It also treats chafing, discoloration, itchiness and rashes. You should definitely check it out. Good luck.

Try a good moisturizer. It's best to go for something made for the penis. Man1 Man Oil has two good moisturizers in it (Shea butter and vitamin E) and is gentle enough for the delicate skin down there.

Do you masterbate often? or does it happen around the time you do? Maybe the lube or lotion you use does not work well, and it irritates your penis??? Hope I helped. :)
