Could be an allergic reaction or just about anything else. Puppies can have skin reactions that never return once they get older. Possibly, flea bites depending on where you live. Keep an eye on them and if the persist for the next week or get worse, such as a discharge of some sort, then take him to the vet, If you have a digital camera, you might want to take a picture or two to show to the vet the next time your there, which should be every 90 days until the dog is a year old.

Most likely answer - fleas.
Frequent bathing (at least 1x/wk but no more than 3) will help kill fleas. Dawn dishwashing soap is safe to use on a dog as young as 6 weeks but be careful b/c it burns if it gets into their eyes. Also, be sure that you rinse out the coat really well so taht the soap doesn't stay on their skin and dry it out.
If the frequent bathing doesn't do the trick and your pup still has bumps, he may have an allergy to something. A Benadryl (or an equivalent generic) mixed into some peanut butter (or whatever he will take) will fix that quickly. The dog will be sleepy for a couple of weeks until his system gets used to it, but after that it shouldn't effect him.
Also, if your dog does have fleas, you need to worm him soon and again 10 days later. The worms grow inside the stomachs of the fleas and infect the dog when he eats the bugs. I de-worm my dogs 2x/year regardless of whether I see worm casings or not. It only costs a couple of bucks to do it myself and they are MUCH healthier because of it.

There are plenty of things it could be. My best bet would be that it is most likely a case of puppy pyoderma. If this you need to see a vet and get some antibiotics and some special shampoo to get rid of it. If by chance a regular allergy it could be something that you treat with benadryl. Buy some of the 25mg tablets or capsules and then give your puppy the same amount of benadryl according to his weight. If he weighs 25 pounds then give him one tablet twice daily. If he weighs 10 pounds then give half a tab twice daily. If it doesnt clear it up then i would definately make sure it is not pyoderma .

Just take the puppy to the Vet as soon as you can if you're not sure. The bumps could be from a variety of reasons, so just take him/her to the Vet.

It could be a variety of things such as ant bites,chiggers,or some kind of bite from a insect or animal.Is the puppy a inside or outside dog?

It depends on what kind of bumps. If they are small red bumps it could be flea bites or chiggers.
