i'm a foreigner teaching English recently i floated the idea of an English club.it's meant to provide the English teachers an opportunity to interact practice their oral English.So i need nformation on,Rules ®ulation,appointing officers,in fact all the details i'll need to make it a success.

Why not just ask the headmaster of the school where you work. He/she would know about the paperwork etc. needed when doing something like that. Yahoo Answers users would have little clue on what is going on with the beaurocracy of China in everyday life. I'm in China at the moment (on holiday) but I see it everywhere how difficult to do things as the chinese officials are very much set in their ways. But you could set up a private organisation...

The British Embassy in Beijing and the British consulate offices in Shanghai, Chongqing and Guangzhou may be able to help you as they have an association with the British Council which also could help. In addition you could contact the British Chamber of Commerce (Beijing) who may also like to help / support you. Best of luck!!

there are several of this kinda club in china right now, and they're making MONEY!!! i mean, they charge u 300+ RMB per class, thatz like 40 US bucks~ and the teachers arent really teachers...i met one of them when i went back there this year, and she was just a young woman that could not "survive" in the US and went to china and made big money. all she got 2 do is just talk to her students, b/c their policy is "no paper work"! duh! b/c they cant afford to pay someone that could actually teach. but that makes the students happy, cuz usually schools give u tons of hw in china that u cant even finish, and now ur saying no paper? of course they want to be in it. this is called---the ez way to learn english.
i dont think my answer is exactly what ur looking for, but if u want to form one, especially in big cities like beijing and shanghai, u will def. make $$$$ good luck! =)

first ask your colleagues whether they like the idea and ask them whether they like to join if you form a club.
then print some application forms/ membership forms and distribute it among people who like to join you. or if their financial condition is ok you can sell the application for a small sum so that youll have some money for the club.
tell them a deadline and ask them to fill the form and give before that. with a small membership fee or not.
select a date for the first unofficisl meeting and ask everybody who joined to come.
and then elect members for the club. give the higher places to ppl who r fluent in english
and discuss what projects they like to do and things like that.

and have meetings and get togethers regularly to improve the knowlege
hire volunteers to conduct english classes
maybe youll have to appoint a trustwortyh treasurer to keep money with

and you can do things like singing ,spelling bee, drama competitions etc....

why not just meet up for coffee / tea and pool your resources
dont control but widen
