The short answer: No, the pH doesn't significantly change an antiperspirants effectiveness.

The long answer:

Deodorant are not the same as Antiperspirants. Deoderants work to inhibit the growth of bacteria which cause odors. Antiperspirants attempt to stop or significantly reduce perspiration.

Most antiperspirants use an aluminum-based compound to form a physical barrier in the sweat ducts. The product needs to be sufficiently acidic to mix with the electrolytes in sweat to form a gel to plug the sweat glands and basic enough to avoid adverse skin reactions. In the end, dosage and ingredients are the main factors in persperation reduction.
