My buddy is going to take a driver's license test this Thursday but the car he's going to use doesn't have a license plate number because it's a brand new car. Does this matter? We live in California.

As long as the car is registered, he's fine. I presume that this is a newly purchased vehicle, and DMV just hasn't sent the plates yet? He should make sure the car has the current registration information (or copies of ALL the sale paperwork) in the glove box, just to be safe. And, of course, something showing that he is an insured driver of the vehicle.

As long as the car has a Report of Sale in the window - and proof of insurance that matches - your friend is fine.

The ROS in the window will have the VIN on it. It is a DMV issued document and a legal operating permit.

all your friend needs is a temporary plate that the car dealer issues, for 30 days untill yuor regular licence plates come in the mail,or picked up at the dealers, also ypu have to show d.m.v. your car insurance.
