My buddy is going to take the license test but his car doesn't have the license plate yet. Does this matter?

Yes it matters very much. Have him borrow a car from a Friend. He will get cited if he drives the car without a license and it won't be cheap. Like around 150 dollars.

Did he just purchase it?

As long as it has the temporary tag (they tape it to the front windshield) from the dealer, then it's fine.

every state different, but in IL you need plates, insurance, horn, non-cracked windshield, seat belts, working windshield wipers, and probably ten other things.
