is the ICE assisted by the electric motor 100% of the time, or is it run completely on electricity up to a certain mph before the ICE kicks in?

ICE only works when needed for the car under heavy load conditions or power demanded by driver and in conditions of high speed over 35mph aprox.
All other conditions electric motor works, thats why car is so economic for fue consumption (aprox 80miles per gallon).
As mentioned, ICE also runs at low speed when battery has low charge.

There are a multitude of websites that can give you a VERY detailed description of how the powertrain works, but in short...
The Electic motor is the ONLY motivating force for the drive wheels. The batteries have enough juice to power the vehicle up to about 30 mph or so after which, the ICE (internal combustion engine for those who aren't familiar with hybrid terminology yet) supplements the batteries to get it up to higher speeds. The ICE can also kick in at lower speeds to recharge the batteries or to also supplement the batteries if you are accelerating harder than what the power supplied by the batteries can supply.

under light cruise, atkinson alone. motor + ICE grades & moderate to heavy accel. i believe the motor can take the car off-idle under certain conditions(a/c off, light load) with ICE tip-in once car is moving

My ice machine operates of the motor and I hope it's working off electricity, or there's a catch somewhere, hahahahahahahahaha!
